If IRC, you mentioned your nephew was on anti seizure meds as well. Possibly they are trying to regulate doses of this, and some sedation since he's on a ventilator so he's not wide awake and fighting the vent? Also the seizure meds may cause some lethargy/ poor responses until they regulate...
