Then Governor Vilsack hired him to bring Iowa DHS more federal dollars. That's what Vilsack's press release said when he hired Concannon. Did Vilsack know about the mess Concannon left behind in Maine? NOW the former CIETC CEO Cunningham is being checked for mental competency to stand trial? When's Concannon getting checked? These clowns in a state employment training agency most Iowans never heard of until the fiasco had extra Millions of budget money at the end of their year. Three people with ties to the defunct job-training agency are accused of being part of a conspiracy to funnel money into their salaries and cover up misspending of government funds. On trial are the agency's former chief accountant Karen Tesdell, former consultant Dan Albritton and former Iowa Workforce Development deputy director Jane Barto. Defense attorneys say the three are victims of other corrupt leaders at the Central Iowa Employment and Training Consortium -- especially former CEO Ramona Cunningham. She was to go to trial, but a judge has ordered a mental competency hearing in her case. In her absence, defense attorneys are blaming her for most of the troubles at the agency. Barto's lawyer, Leon Spies, says it's about "lies and deception and trickery." Tesdell's lawyer, Aaron Hamrock, says Cunningham "called the shots." |
