For most of the past year Greater Cincinnati has followed the story of
Marcus Fiesel, a 3-year-old foster child from Butler County murdered by
the foster parents paid to take care of him. Receiving far less
attention are all the foster children remaining in the system who wait,
sometimes throughout their entire childhoods, for permanent homes.

A report released by a federal court monitor found that in Hamilton
County the rate of placing children in permanent adoptive homes is the
lowest it has been in years, and the abysmal record is blamed on
bureaucratic neglect, ineptitude and mismanagement.

Responsibility for this belongs to all of us, from the county social
workers who miss deadlines and fail to give sufficient priority to
recruiting suitable homes, the a court and social service bureaucracy
that drags out decisions in a child's life while the child literally
grows up, to the county commissioners and taxpayers who have failed for
years to provide enough funding for these services.

NOT EXPENSES

Dependent children should not be considered tax expenditures to be cut
or squeezed in budgetary tradeoffs. When that happens, children
languish. Their lives slip away. Often, the next time they come to
anyone's attention it is because they are involved with other public
services such as law enforcement.

The report by monitor Frank Wasserman can be read in its entirety at

every taxpayer. Wasserman notes that last year the county Department of
Job and Family Services placed only 25 percent of the children in its
care who were eligible for adoption. That is a decline from 36 percent
the year before and only about half the rate of Ohio's other large urban
counties.

These children all have issues that make them difficult to place, such
as race, age or having been in county custody for more than two years.
But as the report makes painfully clear with heartbreaking anecdotes,
children grow old in the system waiting their turns for service.

STRENGTHEN RECRUITING

Action must be taken to strengthen the recruiting efforts to identify
prospective adoptive homes.

These children come to public welfare because they need better lives.
Living out their childhoods in the county's case files is not a
sufficient response.

CPS Does not protect children...
It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
