to FOSTER CARE are there unnecessarily.

How can this possibly by disputed? The department ACKNOWLEDGES AS SUCH.

Would you wish your family member to go somewhere where even the Bureaucrats
admit is not only UNNECESSARY BUT DANGEROUS.
