For most intents and purposes, the Canadian auto market is the same as the
US auto market. All the regulations are identical or damn close, and in
the absence of specific regulations, Canada tends to just do (or allow)
whatever the US does -- and this is as GM likes it.

The federal government has always been a bunch of gutless pansies,
so it's really little surprise that they feel unable to stand up
to GM, when I think about it a little more carefully.
