No it didn't, and it wasn't "snuck in" since it has been widely
reported.

The clause in question funds the program, but says that there will
have to be a study showing results before the program is renewed
(rather than being automatically renewed as it has been).


It takes African-American, minority kids, gives their parents vouchers
and lets them go to places like Sidwell Friends

No public school voucher will allow anyone to attend Sidwell Friends
or any of the other noted private schools in the DC area, where
admissions are limited and tuitions run around $30K a year.
