Here is the sentence boob.
The first part describes what can't part of an article can't be used for
commercial purposes.
The second part describes in what form it can't be used.
Nowhere does it say that nobody can copy it, merely that it can't be used
FOR COMMERCIAL PURPOSES.

that the text, photos, graphics and logos shall not be reproduced,
publishes, broadcast, rewritten for broadcast or publication or
redistributed directly or indirectly in any medium.
If the AFP allowed its work to be copied for noncommercial purposes, it
would explicitly say that. It doesn't.
The copyright messages means that it may not be copied for any reason,
including, but not limited to, commercial purposes.
I take it bob that comprehension isn't one of your strong suites.
Look in the mirro when you say that. You have to be really stupid if you
think the copyright messages means it is ok to copied for noncommercial
purposes.
