Omaha, NE - The Nebraska State Patrol and the Department of Health and
Human Services are investigating Sigma Treatment Foster Care in Omaha for
alleged over billing. A spokesperson for HHS tells Action 3 News Sigma
has a contract with the state to provide counseling and family support
services to ninety children currently in state foster care. A search
warrant was issued for records related to bills submitted to the state.
The office was searched Friday morning by state and federal investigators.

Accusations of over billing trigger a state and federal investigation of a
north Omaha foster care provider. The financial shake down started when
someone tipped off the Department of Health and Human Services.

After two months of behind-the-scenes investigating, today detectives raid
Sigma Treatment Foster Care.

"There has been some allegations made of some improper financial dealings
and we are just trying to find out what the truth is," says Lt. Scott
Kracl, Nebraska State Patrol.

Digging for answers, investigators confiscate financial records. Sigma's
owner, Donna Adams turns them over to the State Patrol as other detectives
dig for additional clues.

"They've been cooperative and certainly they are concerned but have been
very cooperative."

While all evidence collected from the foster care manager will be analyzed
for clues that Sigma and it owner Adams ripped off taxpayers, the State
Patrol is asked if anything on the surface appears incriminating.

"Not really. That's why we're here. We'll take a look at it once we
compile that information and try to analyses it and see what it tells us."

With little details available, health and human services turns it's
attention to the children.

"Well I know that DHHS, they have been very helpful. They are ensuring
that the kids that are involved with their care are taken care of. As far
as that extent, I am not sure or have been told of any problems."

Donna Adams and her attorney won't comment on the investigation. Currently
more than 90 children are in the care of sigma foster homes.

Sigma is located at 56th and Ames. No one has been arrested in this
investigation.

Imagine that, 6.4 children die at the hands of the very agencies that are
supposed to protect them and only 1.5 at the hands of parents per 100,000
children. CPS perpetrates more abuse, neglect, and sexual abuse and kills
more children then parents in the United States. If the citizens of this
country hold CPS to the same standards that they hold parents too. No
judge should ever put another child in the hands of ANY government agency
because CPS nationwide is guilty of more harm and death than any human
being combined. CPS nationwide is guilty of more human rights violations
and deaths of children then the homes from which they were removed. When
are the judges going to wake up and see that they are sending children to
their death and a life of abuse when children are removed from safe homes
based on the mere opinion of a bunch of social workers.

guaranteed liberties & civil rights on a daily basis then all other

30% of the nation's homeless are former foster children.
27% of the males and 10% of the females had been incarcerated

Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of the
children in care have marked or severe emotional problems. Various studies
have indicated that children and young people in foster care tend to have
limited education and job skills, perform poorly in school compared to
children who are not in foster care, lag behind in their education by at
least one year, and have lower educational attainment than the general
