The best way is very easy: The parents are responsible for their own
kids, and they receive later what they have done, good or bad.

Does this mean that you think parents can spank very, very
hard if they want? No limits? Or do you think there should
be a rule that they can't spank too hard? How hard
is too hard?

To me, these two things you said seem contradictory.
