Well, first, the US school year runs approximately from the beginning of
September to the end of May, with some variation of a few weeks on either
end. Secondly, I wouldn't assume that because someone is posting on
Usenet they aren't doing their job.

And, some schools are year round, which means some students and teachers are
in school while others are off -- all year round.
