For decades after getting his MD ... he either failed the board
certification or steadfastly refused to be tested?

These certifications protect the patients and the public ...

Refusal or Failure to be board certified ... AND continuing to
"practice" protects the uncertified MD ...

Which was it?

Did Barrett fail?

or

Did he refuse to protect his patients???????????/

What is an ABPN Board-Certified Psychiatrist?

The ABPN is one of twenty-four certifying boards that are members of
the American Board of Medical Specialties (ABMS). Although many groups
may use the term “board” in their title, only those with the highest
qualification standards may become members of the ABMS. Patients can
be assured that an ABPN board-certified psychiatrist has been
certified as having special skills and knowledge to diagnose and treat
specific problems and to medically manage the care of psychiatric
disorders.

A psychiatrist is a physician who specializes in the prevention,
diagnosis, and treatment of mental, addictive, and emotional
disorders, such as:

Depression
Anxiety
Substance abuse
Psychosis
Developmental disabilities
Sexual dysfunction
Adjustment reactions
He or she understands the biological, psychological, and social
components of illness and is qualified to order diagnostic laboratory
tests, to prescribe medications, to evaluate and treat psychological
and interpersonal problems, and to give continuing care for
psychiatric problems. The psychiatrist is also prepared to help
individuals and families who are coping with stress, crises, and other
life problems. He or she may also act as a consultant to primary care
physicians or to non-medical psychotherapists such as psychologists,
social workers or nurse-practitioners.

How Does a Psychiatrist Obtain Board Certification?
In order to be certified by the ABPN, a psychiatrist must fulfill
educational, practice, and examination requirements. The following is
a brief summary of those requirements. Potential candidates for
certification should refer to the Certification section of this web
site for a more detailed description of the requirements.

Educational Requirements

The physician must possess an MD or DO degree from an accredited
school of medicine or osteopathy (or international equivalent).
The physician must complete at least four years of accredited
post-graduate (residency) training including a minimum of three years
of training in psychiatry. Subspecialty certification requires
additional training beyond these four years. The content of the
training programs and the performance of physician trainees are
closely monitored by the Residency Review Committee for Psychiatry of
the Accreditation Council for Graduate Medical Education (ACGME).
Practice Requirements

The psychiatrist must have an unrestricted license to practice
medicine in the United States or Canada.
The psychiatrist must have maintained a high standard of personal and
professional conduct.
Examination Requirements

The psychiatrist must pass a day-long written examination covering
knowledge of the basic sciences as well as the clinical science of
psychiatry and its subspecialties.
The psychiatrist must pass an oral examination which includes
observation of the history-taking and examination skills of the
psychiatrist with an actual patient. This examination is designed to
assess the psychiatrist’s clinical skills with special reference to
competence and safety.
Is Certification Time-Limited?
All certificates issued by the ABPN after October 1, 1994, are limited
to a period of ten years. Prior to the certificate’s expiration date,
a Board-certified psychiatrist will have to pass another examination
to be recertified for another ten-year period.

As Orac and others have told you, it was not important at the time he began
practising.

He completed his training and residencies and was board eligible by the
standards in effect at the time.

Of course, you will never stop bleating and braying about this.

Sorry to others for the repetition, but, as you can see, I have
explained to Ilena many times why Barrett's lack of Board certification
means nothing with regards to his competence. She simply doesn't listen
and periodically starts posting the same crap again. I've gotten tired
of typing the same rebuttals to her again and again; so I'll simply save
