Jamie Hallam released two doves, choking back tears as they flew toward
a setting sun.

High above, towering clouds formed over the nearby Santa Catalina
Mountains. As the doves disappeared in the distance, the mother of
Ariana and Tyler Payne broke into a nervous, tentative smile.

Six months after 4-year-old Ariana's body was found in a trash bin after
being hidden in a storage locker, Hallam, family members and friends
gathered for a memorial service Saturday to remember and honor the young
girl and her brother.

Despite numerous searches, 5-year-old Tyler's body has not been found,
but police presume he is dead.

The children's father, Christopher Matthew Payne, and his live-in
girlfriend, Reina Gonzales, have been charged with two counts of murder
in the children's deaths.

Authorities allowed the children to live with their father, although
Hallam had a court order that gave her sole custody. Child Protective
Services case documents show CPS workers suspected Hallam was using
methamphetamine at the time, but she never tested positive.

Hallam has filed a $12 million legal claim against CPS and the Tucson
Police Department, among others, saying the two agencies failed to
enforce the court order giving her custody of the children, and instead
chose to keep them with Payne.
"Obviously, there is more than enough blame to go around, and we'll let
the legal system sort that out," Pastor Steve Main of the Northwest
Community Friends Church said at Saturday's service. "But today we can
say they (Ariana and Tyler) are in a safe place."

Main's reference to the pending civil and ongoing criminal cases was the
only one during the hour-long memorial service.
"There is no such thing as words we can say to cover your pain," he
said. "The whole Southern Arizona community has been touched with your
loss."

So close in age, the two children were inseparable, Hallam said. Ariana
was a quiet girl who loved to color. Tyler was a bit louder and loved
his cars and trucks.

A few of their effects were set upon a small table in the chapel at
Adair Funeral Home on Tucson's Northwest Side: A Scooby Doo stuffed
animal, a toy motorcycle, a pair of yellow boots, a shiny silver purse.
On a back wall, a slide show of the kids flashed with images that one
would expect for children so young: eating birthday cake, playing in the
water in the backyard, gearing up for Halloween.

Hallam briefly spoke to the 50 or so people in attendance, reading the
popular children's book "Goodnight Moon," which she said was a nightly
ritual with her kids.

"I just want to read it one more time," she said.
She also read a poem she had written for the two children.
"They were the sunshine of my days and the star beams of my nights," she
said. "I loved them dearly on Earth when they were alive, and just so
much more in death."
