Default kid not getting ready for school

My 4yo likes to go to school, but he often aggravates his mother in
the morning by dallying. The cycle of

(1) boy eats a bit at breakfast table
(2) boy runs to family room to join little brother watching cartoons
(3) mother yells at boy to do (1)

is repeated many times. I think we should just tell him that he will
miss a day of school if he is not ready by time X and actually follow
through on it. An alternative would be for him to go to school on an
empty stomach. Despite his dallying, he does like school very much,
and I think missing a day would be an appropriate punishment. I'm not
worried about the educational loss of his missing one day of
kindergarten.

Has anyone tried this, and do they have other suggestions?

ditto on the no tv. my kids do not turn it on without me saying they can.
sure, then i get slack and dont get around to telling them to turn it off
b/c i am enjoying the peace, but we dont watch tv before school. no way,
no how

Do not, I repeat do not let him go to school on an empty stomach. That's a
huge no-no in my book. As everyone has said, turn the TV off, get him up a
bit earlier so he has time to dally and get hungry.

This last is a good point. Some people (myself included) just don't
feel like eating when they first get up in the morning. Since I get up
around 5:30 a.m., I have plenty of time to get hungry enough to eat
before I leave the house.

I don't feel hungry until about 10:30-11:00 in the morning whatever time I
get up. With #2 I noticed that she was the same from birth, she didn't want
anything until about that time.
Eating breakfast was a strain for me as a child, as mum used to think we had
to eat before going anywhere. Once she realised that this was a problem for
me, she sent me with a box of dry cereal to eat at break and that suited me
a lot better.

I've read that children are less able to learn when they skip
breakfast, so I would not want that to become habitual for my kids. At
least they should drink a glass of milk.

If I eat before about noon, it makes me extremely sleepy. Where I
literally can't keep my eyes open. So I don't eat until lunch.
Sometimes it makes me feel very sick also. My middle daughter is the
same way. My youngest daughter wakes up at around 8 starving and eats
ALL DAY!
