Exhibit of cardboard cutouts represents their struggles http://seattlepi.nwsource.com/local/..._foster19.html By JUDY HOLLAND P-I WASHINGTON BUREAU WASHINGTON -- Life-size cardboard cutouts of children will start springing up on the National Mall this week at the rate of 850 a day to illustrate how many kids are entering foster care on a daily basis. The exhibit, "Forgotten Children -- Foster Children Take a Stand," is intended to raise public awareness of the struggles of an estimated 513,000 foster kids nationwide, many of whom were removed from their original homes because of suspected abuse or neglect. "The problems of the foster children in this country are largely invisible because most of us don't know who they are and don't see them," says Rep. Jim McDermott, D-Wash., who chairs the House Ways and Means subcommittee that handles federal aid to states for foster care assistance. McDermott says a glaring problem in the federal foster-care assistance program is that only children under age 18 are eligible. McDermott and Sen. Barbara Boxer, D-Calif., are pushing legislation that would extend federal funding to states to support foster youths beyond age 18. "When you left home, your parents were still there, so you could ask them a question or for $50," McDermott says. "These kids have nothing." McDermott, a psychiatrist, says foster children typically live in multiple homes and attend many schools. "It's a totally unstable childhood," he says, adding that many of them wind up in the criminal justice system, involved in drugs or prostitution. "It's all too common that foster care is a prelude to winding up in prison," McDermott says. The cardboard cutouts at the National Mall exhibit, at the intersection of Constitution Avenue and 15th Street, will hold messages such as "We all Have the Highest Potential," "Foster Children Should be Seen and Heard," and "8 Foster Homes," -- illustrating the constant uprooting and multiple homes for many foster care children. Jim Clune, chief communications officer for the National CASA Association -- Court Appointed Special Advocates -- a nonprofit group that advocates for abused and neglected children, says 14 percent of foster children report being homeless after leaving care at age 18. The weeklong exhibit is being sponsored by Clune's group and the Freddie Mac and Dr. Phil foundations. Clune says a February study by the group showed that many foster children feel emotionally stronger than other kids because of the hardships they've overcome but are "looking into a hole" as they "age out" of the foster system at age 18. The study of 50 foster youths averaging age 17 was conducted in Miami, Dallas, Anchorage, San Diego and New Haven, Conn. The CASA Association was founded in 1977 by Seattle Judge David Soukup, who conceived of the idea of using trained community volunteers to speak for the interests of foster children in court. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined.
