Another Child "Slipped Through the Cracks"

Wallace, KOLD News 13 Reporter State legislators want to know why Child Protective Services didn't take five year old Brandon Willliams away from his mother, Diane Marsh, before he died last March. Marsh and her roommate, Flower Thompson, are charged with his murder. "There are warning signs that are happening and my question is why is that, three week window, why did that take so long?" asked State Representative Jonathan Paton, (R) District 30. CPS had contact with the boy a few times in the seven months before his death. Caseworkers noted concerns, but the agency lost contact for weeks and months at a time, and focused more on his siblings. "Brandon did not have a primary focus or status in this case," said Lillian Downing, a CPS supervisor for the Tucson region. A Pima County Sheriff's Deputy ran across Marsh about a week before Brandon's death. The deputy didn't know that CPS was looking for the boy. "It was law enforcement and CPS kind of talking past each other," Paton said. The goal of these meetings is to find out how the Legislature can prevent more deaths like these in the future. One of the factors in the Williams case was communication. "The officer saw Brandon Williams, had he known that CPS was actively looking for him, had that appeared on his screen when he typed in the names of the parents, that would have triggered something," Paton said. "We're working with DPS which has a statewide system to be able to get information out quickly to local law enforcement agencies where there's children potentially at risk and we need to try to locate those children and their parents," said Ken Deibert, Deputy Director of the Department of Economic Security. But for legislators to make changes, they need information. CPS's history of keeping cases sealed could soon end. "Had there not been the transparency that we demanded and that we're going to demand in statute next year, this policy discussion never would have occurred," Paton said. This is the second hearing lawmakers have held to discuss cps's handling of cases involving Tucson children allegedly murdered by a parent. In September state lawmakers went over cps procedures involving Ariana and Tyler Payne. Ariana's body was found in a storage locker in February. Her brother's body has never been found. Their father and his girlfriend are accused of murdering them both. "In both cases, children slipped through the cracks," Paton said. (NCCAN) Recent numbers have increased significantly for CPS *Perpetrators of Maltreatment* Physical Abuse CPS 160, Parents 59 Sexual Abuse CPS 112, Parents 13 Neglect CPS 410, Parents 241 Medical Neglect CPS 14 Parents 12 Fatalities CPS 6.4, Parents 1.5 Imagine that, 6.4 children die at the hands of the very agencies that are supposed to protect them and only 1.5 at the hands of parents per 100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined. CPS nationwide is guilty of more human rights violations and deaths of children then the homes from which they were removed. When are the judges going to wake up and see that they are sending children to their death and a life of abuse when children are removed from safe homes based on the mere opinion of a bunch of social workers.
