Witnesses are important. They are often gathered in the process of a police
investigation. Their statements are used as evidence.Many investigations
are initiated by police without any signed complaint. Police officers are
more likely to arrest someone they have not personally witnessed committing
a felony.

Police should take the statement of witnesses, including CPS workers.
But.....they......do....not....arrest.....people.. ..as.....an
.....extension....of....the....worker's....civil.. ..authority. If the
witness statements constitute what the law enforcement officers consider,
under their guidelines, to be a crime, they arrest. The prosecutor then
decides whether to bring charges against the arrestee on behalf of the
people of the state.

There is a big difference between a party who is making a citizens arrest
and a complaintant.

It is also why cop's hands were tied, until recent years, when a
victim of domestic violence would not sign a complaint against the
alledged perp-all too common. Now both, in many states, can be
charged...that tends to get the victim motivated. In this case the
unusual practice of the arresting cop being the complaintant is used,
I would assume. I'll have to ask my relatives.

This is not true. The prosecutor does not need the victim to "file charges"
or sign a complaint to bring a domestic violence perp to court. It is the
state that brings the charges, not the victim. If a cop arrives at the
scene and finds a woman with clearly visable injuries and she says her
boyfriend hit her, there is probable cause for an arrest of the boyfriend.
It matters not whether the victim signs a complaint or, as commonly occurs,
she attempts to "drop charges." It is not her decision to make. It is the
states.
