Reports hold DHS responsible

(TULSA, Okla.) September 18 - A state watchdog group blames the state
Department of Human Services for the death of a 2-year-old boy.

The new report by the Office of Juvenile System Oversight says DHS did
not follow its own rules leading to the death of little Joshua Minton at
Tulsa's Vicki Chiles daycare in May.

Before his death, DHS had allowed Chiles to operate despite repeated
complaints.

Again and again, investigators say DHS didn't do enough to protect
children at the daycare.

There were a number of complaints when investigators say DHS didn't act
quickly enough.

In 2006, after a fifth complaint of children in danger, the report says
DHS didn't follow its own policy and waited two days before investigating.

One of the most shocking parts of the report details a time when a DHS
worker was afraid to enter a home to see if kids were safe. The report
says the worker was afraid for her own safety, yet children were left
inside under Chiles' care. The report asks, what about the children's
safety?

DHS does dispute some of what's included in this report. For example,
the report says DHS should have forced the daycare to shut down before
Minton died. DHS says it didn't have enough information to do so.

Lawmakers are working on new legislation. They've held a few hearings
where they've listened to investigators, DHS and even Joshua Minton's
family. FOX23 News was at one of those hearings last month when
lawmakers asked Joshua’s aunt to write down what she thinks needs to be
changed. Both Joshua's family and lawmakers are hoping to set a clear
rule for when daycares need to be shut down.

Physical Abuse CPS 160, Parents 59
Sexual Abuse CPS 112, Parents 13
Neglect CPS 410, Parents 241
Medical Neglect CPS 14 Parents 12
Fatalities CPS 6.4, Parents 1.5

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
