I read the article -- and got the impression that CSE was actually
trying to make amends for its "mistake".

Kudos to CSE for trying to contact this man and get his money back.
Looked to me like it was an inside job done by a handful of rogue
officials. Hope they get caught red-handed and given the treatment they
deserve.

I read this article and got a sense not so much for the corruption
inherent in CSE, as for the ease with which CSE's powers could be used by
corrupt individuals. CSE should be aware of this and should be made
responsible when individuals within the organization do things like this,
so that it doesn't happen again -- but if the individuals themselves can
be caught, so much the better. Sounds like they may be caught this time.

I had a similar feeling myself, after reading the article. But when it
comes to CSE, they still drag their feet and hide information from
practically everyone they come in contact with. The way they do "business"
is very much like the way the IRS behaves.

The major difference between the two.. the IRS will actually work with you
to make the payments (most of the time).
