Portland police arrested 37-year-old Cesar Cruz-Reyes late Tuesday and booked him into the justice center jail, police said. He was indicted in the case of toddler Stephanie Kuntupis, who lost consciousness and collapsed June 22 in her foster parents' home. She was rushed to Legacy Emanuel Children's Hospital with bleeding around her brain and remained there for two months. Her injuries prompted a state investigation that found that child-welfare workers apparently didn't interview Cruz-Reyes before certifying him as a foster parent and didn't make sure he took the required 10 hours of training before sending children to live in his house. The workers also knew that Cruz- Reyes had a criminal history, which included lying to police. And they knew his wife, Michele Cruz- Reyes, had a criminal history, too. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined. CPS nationwide is guilty of more human rights violations and deaths of children then the homes from which they were removed. When are the judges going to wake up and see that they are sending children to their death and a life of abuse when children are removed from safe homes based on the mere opinion of a bunch of social workers.
