Officers Say Incident Was Not Chase

DES MOINES, Iowa -- A dispute between a Pleasant Hill boy and his
parents ended in a police pursuit and the boy's death.

Police were called Thursday night to a Pleasant Hill residence. A mother
said she wanted help controlling her 14-year-old foster child. Ten
minutes later, the boy was dead.

Pleasant Hill police said Christopher Stephens' foster mom called them
at about 6:30 p.m. She told them her foster son had just stolen the
family minivan and tried to run her over.


Police spotted the minivan a few blocks from the house.

"He was speeding and driving erratically," said interim Police Chief
Larry Edwards.

Police said Stephens hit a parked car near the intersection of Grant
Circle and Christie Lane. Police said he drove onto University Avenue
and hit another car.

"He would swerve around … cars in the lane and swerve over to the
shoulder and drive in the gravel," Edwards said.

Police said that Stephens continued east on University Avenue and was
followed by a Pleasant Hill police officer.

"I don't know if the juvenile knew he had a police car behind him or
not. I would say that he probably did. The officer had red lights and
siren going, but he was following some distance behind," Edwards said.

Police said Stephens lost control of the minivan in the 6700 block of
East University Avenue. Police said he flipped the van twice and was
ejected.

When police approached the van, Stephens was not inside. Police found
him about 40 feet away in some tall grass. He was already dead.

"This was not as much a high-speed chase. The officer never pushed the
car. He was never in close proximity. The car continued to speed, and he
followed at a safe and reasonable distance in order to maintain sight,
but the car driven by this juvenile just kept accelerating," Edwards said.

The officer in the case maintains he was following five blocks behind
the minivan.

Edwards said it was not a chase and he does not anticipate any
repercussions for the officer or the department.

Edwards said the recorder was malfunctioning and had been all day. He
said they're working to see if they can pull any video at all off the
system.
