In the latest incident, a laptop with personal information on dozens of clients of the Department of Children and Families in northwest Connecticut was hefted on either Sept. 5 or Sept. 6, when a series of car break-ins occurred in the consultant's neighborhood. Gary Kleeblatt, a DCF spokesman, said today that while the consultant reported the theft to the agency the day after it happened, officials had been working since to notify the clients involved in the 41 cases about which information was stored on the laptop. He emphasized that the information, which did not include any Social Security numbers, bank account information, or other data that could put those clients at risk of identity theft, was "password protected." But Kleeblatt said the stolen laptop did contain the names of individuals, their birth dates, and information about the nature of allegations that led to the agency's involvement. The theft, which DCF Commissioner Susan I. Hamilton on Thursday said left her "deeply troubled," came just two weeks after a state-owned laptop was among several items taken from the car of a Department of Revenue Services employee while it was parked in an as-yet-undisclosed location on Long Island. The DRS computer contained the names and Social Security numbers of 106,000 state taxpayers and the theft sent state officials scurrying to protect the taxpayers' identities. That theft also brought to 29 the number of laptops state employees have reported taken or lost over the past 14 months. It also led Gov. M. Jodi Rell to order tighter controls on the use of restricted or confidential data on state laptops, Blackberries, or other mobile computer devices. Under the policy Rell announced last week, all state agencies are to be required to encrypt any data on a mobile device and require additional protections from unauthorized access and disclosure. Hamilton said that prior to the theft of the consultant's computer, DCF already implemented "the governor's comprehensive policy to protect information" and had set that date as a deadline for its employees to delete "any unnecessary confidential information on any portable device." The latest laptop larceny also comes as other state officials grapple with fallout from the theft of a computer backup tape in Ohio three months ago. State Comptroller Nancy Wyman and Attorney General Richard Blumenthahl have charged that Accenture, a Bermuda-based company hired to implement computerized financial management systems for both the Connecticut and Ohio state governments, unlawfully transferred data from here to there that ended up on the backup.
