Yes but Einstein also had Aspergers syndrome(or at least it is believed he
did by all records available) My son has this disorder and they regularly
are late talkers with little or no social skills but they are in the guiness
levels of interlect.
My son at 2 1/2 years old has speach at age 1 but can put together a 40
piece jigsaw and can read around 30 words. It is normal for boy twins to be
behind in their speach no one really knows why but reasearch has shown that
male twins are regularly behind singleton males of the same age. The best
thing you can do is talk to your child, read books every night and encourage
the boys to tell you what the pictures are. Dont say where is the dog
because then they dont have to say anything. Rather say what can you find in
this picture?You may not get an answer but the more you do it the more they
will learn even if they dont say it they will still be taking the
information in.

Kids speak at their own pace, and it just takes a while sometimes. I
agree 15 months seems pretty early.
