Amy Baker put under gag order She can't discuss welfare of 3 kids during custody case The judge who will decide whether Amy Baker gets her three children back has ordered her not to say anything about their medical condition - either physical or mental - while in foster care. Baker, 25, is also barred from discussing "the details of any contact, in person or by telephone," with her kids - a 7-year-old girl, a 6-year-old boy and a 4-year-old girl. The children have been shuffled among at least three foster homes and schools, suffered physical ailments and have not regularly received counseling to help them cope with exposure to the death of 3-year-old foster child Marcus Fiesel, Baker's family has told The Enquirer. Judge Stephanie Wyler's gag order was sought by the court-appointed guardian of the legal interests of the kids, Anita Bechmann, and backed by Clermont County Children's Protective Services, which put the children in foster care. The gag order, issued April 12, also applies to Brian Baker, the estranged husband of Amy, and their court-appointed attorneys. The Bakers are each allowed to visit with their kids every other week. The request for the gag order by Bechmann, an assistant public defender, followed an Enquirer story in which Amy Baker's stepmother, Tracy Ramsey, said she and Baker's father, Bob Ramsey of Brown County, worried about the welfare of their grandkids. Amy Baker told the grandparents her kids weren't being treated properly, Tracy Ramsey said in a March 18 Enquirer story. Tracy Ramsey also said Baker has photographs documenting a physical ailment the kids suffered in foster care. The Ramseys want custody of the children if the Juvenile Court judge doesn't return them to Baker. Bechmann asked the judge to prohibit the Ramseys from talking about the case, citing their interview with the newspaper. In an April 9 court filing, Bechmann said the kids could suffer psychological harm if the public were to learn details of their circumstances. The gag order doesn't mention the Ramseys, who haven't been allowed to see their grandkids. But the Brown County residents were upset by Bechmann's request, and they told The Enquirer they are now afraid to talk about the kids. They were taken from Baker on Aug. 29, the day after Liz and David Carroll Jr. were arrested in the death of their foster son, Marcus. Baker and her kids had lived in the Union Township home of the Carrolls, their four kids and Marcus. The jailing and subsequent murder convictions of the Carrolls left Baker homeless, and she had no job to support her children. A pretrial hearing on the Baker custody case is scheduled for May 7, the same day as a hearing involving custody of the Carroll children. Liz Carroll's father, Delbert Sims of Ohio Township, is seeking custody of them, as is David Carroll's mother, Debbie Hounshell of Union Township.
