Foster mom canceled DSS visit two days before toddler died By O'Ryan Johnson and Laura Crimaldi Wednesday, June 8, 2005 - Updated: 09:38 AM EST Two days before her foster child died of an apparent heart attack, Dontel Jeffers' caretaker canceled an appointment to meet with a Department of Social Services worker at her Dorchester home, the agency said. ``They should have known then and at that moment, they should have gone right there,'' said the boy's grandmother Agatha Jeffers. ``When (foster mother) Corinne (Stephen) called and canceled the appointment, they should have gone right there.'' Dontel, 4, died March 6 at Caritas Carney Hospital. No cause of death has officially been released, but investigators said it appeared the boy had been beaten and bound before he arrived in the emergency room. ``At the time it didn't seem like a red flag,'' DSS spokeswoman Denise Monteiro said. ``In hindsight it does.'' Monteiro said the visit was scheduled to see how the tot was adjusting to life in his new home where he had arrived 10 days before his death. ``It's customary in the Mentor Program to schedule a visit in the first week,'' Montiero said. DSS placed Dontel in a foster home Feb. 24. Relatives said his mother Chrystal Claiborne's ongoing drug abuse made it impossible for her to care for the boy. He was placed in a foster home, while DSS processed Agatha Jeffers' paperwork requesting custody. Montiero said Jeffers' case worker, who had established a relationship with the boy, wanted to see him that Friday - March 4 - but the foster mom asked to reschedule. ``Foster parents are very busy,'' Monteiro said. ``It's not uncommon for them to have to reschedule appointments.'' Suffolk District Attorney spokesman David Procopio refused to comment on the new information or whether it was a piece of their investigation. ``We're continuing to present evidence to the grand jury to analyze,'' he said. ``We're conducting a very thorough investigation.'' Dontel died of cardiac arrest, but it has not been said what caused that. The boy's paternal grandmother said she is resigned to the long wait for a definitive cause of death. ``I can't do nothing about it. We'll have to wait,'' Jeffers said. |

And now for the facts:
" More than 80 percent (83.9%) of victims were abused by at least one parent. Approximately two-fifths (40.8%) of child victims were maltreated by their mothers acting alone; another 18.8 percent were maltreated by their fathers acting alone; 16.9 percent were abused by both parents.13 Victims abused by nonparental perpetrators accounted for 13.4 percent of the total." http://www.acf.hhs.gov/programs/cb/p...hree.htm#perps "The largest percentage of perpetrators (79.7%) were parents. Hi, Ron, This is like saying that the States of New York, California, Florida, Texas, New Jersey, Nebraska, Mass, Oregon, Colorado, Georgia and Washington D.C. have 52 times more homicides than Rhode Island. Wow. Rhode Island accounted for only 1 percent of the homicides in the United States. Ron, the foster care population is a fraction of one percent of children in the general population. That's why USDHHS data is broken down into "per 1,000" children figures. The only way to compare disparate populations is with per capita rates. Children are eight to ten times more likely to be abused in state care than they are in their own homes. USDHHS makes the facts available each year in Child Maltreatment. This years' data clearly shows that children are abused in foster care at rates many times that of children in the general population. This is but one of the reasons that your governor has declared the state makes bad parent and set about reducing the foster care population. The blue ribbon committee appointed by the governor in Nebraska is working not only to reduce the foster care population but scale down the number of children entering the system. The California investigative series published recently shows an even higher rate of foster care abuse. New Jersey's report last year topped all others, with rates of abuse in foster care as high as 100 per 1,000 children. A Washington State study showed 27% (270 per 1,000) of foster children were abused or neglected in foster care. Doug |

Hi, Ron, This is like saying that the States of New York, California, Florida, Texas, New Jersey, Nebraska, Mass, Oregon, Colorado, Georgia and Washington D.C. have 52 times more homicides than Rhode Island. Wow. No, that is nonsense. And you know it. Rhode Island accounted for only 1 percent of the homicides in the United States. No, it accounted for far less, if you are to back to the object of your analogy. You left out the figures for foster and facility caretakers. It's about ..5% Ron, the foster care population is a fraction of one percent of children in the general population. Yes. So? That's why USDHHS data is broken down into "per 1,000" children figures. The only way to compare disparate populations is with per capita rates. Ah. You admit it then. There has to be a comparison of disparate populations. Yet there is one thing that must be the same....and that is an accurate count of abuses in each population. You refuse to accept reality. There is no way, legally to get the accuracy of count in the general population, and there IS in the foster population. Children are eight to ten times more likely to be abused in state care than they are in their own homes. A lie based on a counting discrepency. One cannot count the actual incidences in both populations with the same accuracy. USDHHS makes the facts available each year in Child Maltreatment. This years' data clearly shows that children are abused in foster care at rates many times that of children in the general population. No, it doesn't even say that. It discusses REPORTED data. All it can. And they and you, and the rest of the world, KNOWS foster homes are subject to regulations impossibly to impose on the general populations. Thus an accurate count cannot be drawn from the reported abuses by bio parents. This lie sinks you again and again, and you refuse to provide the full report on how the researchers came to this "conclusion." This is but one of the reasons that your governor has declared the state makes bad parent I have NEVER heard a single state say the state made a good parent, and I have heard many say the same as his state. and set about reducing the foster care population. That is supposed to be the goal for CPS, Doug, and you know it. And lie about it. The blue ribbon committee appointed by the governor in Nebraska is working not only to reduce the foster care population but scale down the number of children entering the system. That is a good thing. Now if only they will NOT ignore that many children who are abused and neglecte are NEVER reported, and get with finding them. The California investigative series published recently shows an even higher rate of foster care abuse. Remember "Rhode Island," Doug? 0:- New Jersey's report last year topped all others, with rates of abuse in foster care as high as 100 per 1,000 children. A Washington State study showed 27% (270 per 1,000) of foster children were abused or neglected in foster care. 27%? Really? My data, from the http://www1.dshs.wa.gov/pdf/ca/CFSR_Chapter8.pdf Shows in 2002 that is was, "I. Overview Washington has a higher rate of abuse and neglect in foster care than the national standard of .57%. Washington's rate is .63% for 2002, based on the data profile." Seems .63% is a bit less than 27%, no? So tell me, just how thin did they have to spread each incidence of abuse, to cover 27% of the children in foster care? R R R R ....or as you say, "LOL!" Where DO you get your information? From your propaganda sources? Those were incidences of abuse, not children, counted. As you know the same abuse or neglect 'set' can be counted many times over for its parts even if only one child is involved. Each item is counted separately. Let me see your source for this 27% of either children, or abuses. BS Doug. Produce, NOW! Doug And stop snipping out the parts of my post where I challenge you and you don't want to admit your "error." You have been reading questionable reports, apparently. One reporters commentary, (I won't call them a journalist -- fact is they MISQUOTED the attorney), were so out of step with reality as to be absurd, and the state answered: http://www1.dshs.wa.gov/geninfo/corFoster081304.html Here is what the idiot said: ""Children are literally dying in foster care from the state's treatment," said Tim Farris, the Bellingham lawyer who pressed the Braam lawsuit. "Others are being sexually assaulted. Thousands others are being permanently injured by being forced to spend their childhood living in the home of one stranger after another." Here is the state's reply: "This statement from an attorney originally appeared in an article about a child who died while in his parents' care, not in foster care. " " At the trial in Braam v. DSHS in Whatcom County, none of the evidence, and none of the claims, included any allegation of a child "dying in foster care from the state's treatment. " " The trial court in Braam considered incidents that occurred as long ago as the early 1980s, before many improvements had been incorporated into the foster care system. " This -- THIS, YOU LYING ASSHOLE, is typical of the BS propaganda you and your people spread. 27% MY ASS. You FOOL! R R R R RRR...0:- |

Raw per capita rates should never be used when making comparrisions. Doing so skew's data and outcomes. Just as you prefer it. To make comparrisons one must use data from like groups. You fail to do so, again. Ron |
