Community must help protect children
Monday, July 23, 2007 http://www.oregonlive.com/commentary...160.xml&coll=7 Why do we as a society wait until a child has been abused or neglected before we take action? Our attention was drawn to The Oregonian's recent report on child abuse ("Child abuse, neglect mark a 10-year high," June 26). In addition to the grave statistics it cited, the article highlighted five new laws aimed at improving lives for children who come into the Oregon child welfare system. We applaud these efforts and recognize that it's essential to do all we can to support and protect children after they come into state custody. But to reduce the incidence of child abuse and neglect we must do all we can to prevent abuse before it happens. The majority of child abuse cases stem from situations and conditions that are entirely preventable in an engaged and supportive community. Child abuse is an issue with serious long-term consequences for individuals, families and communities. Children who are abused suffer effects that often last a lifetime. The human cost is heartbreaking. The monetary cost of intervention in child abuse and neglect cases (conservatively estimated at $258 million a day in the United States) places an enormous weight on our child protective services, educational, juvenile and mental health systems. The state's annual report, "The Status of Children in Oregon's Child Protection System," found that approximately 50 percent of victims were younger than 6 years old, and most are infants. We need to protect these very vulnerable members of our community or we'll continue to deal with the devastating consequences. Engaging community members is fundamental to fostering the lasting social change needed to keep families and communities safe and strong. When families are supported, children are less likely to be at risk for child maltreatment and more likely to grow up happy and healthy. Preventing child abuse before it happens is best for our children and for our community. There is an urgent need to shift the balance of resources and focus "upstream" so children are better protected and ultimately the need for intervention is reduced. Child maltreatment cannot be eliminated one person at a time. In addition to offering services and supports for individual families, it's imperative to focus on the larger social and community environment. This needs to be everyone's concern. As members of the Multnomah County Commission on Children, Families and Community, we call upon each of you to join us in focusing on prevention efforts that create healthier environments for children. Children do well when their parents do well. And parents do best when they live in communities that actively support families. We can all play a positive part.
