State Sen Val Stevens, The Olympian’s editorial board, and the
disgruntled Internet masses wacked on DSHS this weekend.

Stevens went into detail Saturday about splitting the Children’s
Administration away from the Department of Social and Health Services, a
subject on which she has been increasingly vocal:

I have spoken privately with many CPS employees who describe their
management as a web of cronies and relatives whose goals are big
promotions and fat retirements - not protecting our children.

Then The Olympian’s editorial board (of which we are decidedly not a
member) agreed with Stevens and called for a separate department. But
the most interesting stuff on the Internet is always anonymous, like the
comment threads.

From the conversation on Steven’s editorial:

SHUT THE DAMN ANGENCY DOWN, THROW THE LIEING, CHEATING, DEFRAUDING,
CORRUPTED, ABUSIVE, SOCIAL WORKERS IN JAIL WHERE THEY BELONG....

Also Prophet Atlantis, candidate for Olympia City Council, says: “Well
run orphanages need to be re-opened that have proper oversight and
education and medical care.”

The thread as a whole does seem to take on a discussion about Steven’s
proposal, whether you need new a new management structure to enact
improvements, or you need to focus further down, perhaps even on the
economics of the families, and not on the child welfare system.

Here’s a comment:

amy: on the whole, DSHS (in particular, we are discussing Children's
Administration) does a reasonable job. They don't get publicity for all
of their successes, and rarely are their failures shown in context.
Meaning, for every case like this that hits the papers, there are
hundreds that social workers and their managers have made the RIGHT
calls on.

But the flames still burn on the comment thread on The Olympian’s editorial:
Accountability? Bad parents are responsible for child abuse. It's not
the governments problem. Thanks to the ACLU, we're not allowed to
castrate worthless parents.

And this less extreme observation from a self-described former manager:

I worked in WMS for DSHS for 3 years. Talk about a old boy network and
its not just in Childrens either. Its global with DSHS. They watch each
others backs and promote each other. If I had to place a percent on this
and the waste to taxpayers I would say its 30%. Many of them are baby
boomers and they are doing everything to get the highest pay ranges to
make the pension benefits higher.

And this, also apparently from an insider:

Anybody who really understands DSHS knows that each administration
functions completely and separately from the others. The promise of all
these administations working together has never been met. So really,
Children's already IS functioning as separate. All you accomplish by
really breaking it apart is to spend money and time on finding new
leased facilities, splitting out the network and few items that
Children's does share with DSHS, and creating new letterhead.

That is substantially similar to, if more strongly worded than, the
argument made repeatedly the governor and DSHS Secretary Robin
Arnold-Williams. Arnold-Williams, by the way, has said it will take much
longer than the two years she has been in control to reform Children’s
Administration.

“Unfortunately, you’re talking about probably a ten year period of time,
to get the system you absolutely want in all respects,” she said.

CPS Does not protect children...
It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.
