DCF Employees Allegedly Used Tax Money For Personal Purchases

ORANGE COUNTY, Fla. -- Eyewitness News discovered some top managers at
the Department of Children and Families are in trouble, but this time it
has nothing to do with childcare. It has to do with the way they spent
tax money.

Two highly paid DCF managers in Central Florida are under investigation
for using a state-issued credit card to buy personal items. One of them
could face criminal charges. Now, the state agency is taking a closer
look at the expense reports of all Central Florida DCF employees.

Eyewitness News learned one DCF supervisor, who earned $105,000 a year
is being investigated for doctoring his expense report to show he paid
back the state for personal expenses even though he did not.

Since then, another manager at the Orlando office, who was already in
trouble, was reportedly investigated for buying stuff for himself with
his state VISA card. DCF operations manager Dan McLean is under
investigation for buying things like tires for himself on his state VISA
card, even getting the tax-free benefit that state workers get when
doing state business.

McLean, who earns $92,000 a year, was reassigned to the mail center on
Semoran Boulevard two months ago at the same salary, because of the
investigation. Eyewitness News went to talk to him there, but was told
he's never shown up for work and that he's on paid leave. Eyewitness
News also went to his east Orange County house, but no one answered the
door.

About a month before he was transferred to the mail room, McLean got a
written warning for his behavior at a DCF conference at the J.W.
Marriott Hotel. He allegedly drank too much at the hotel bar and then
started talking too much trash to his co-workers.

Then, McLean got caught up in a sweeping investigation that started
several months ago, after a complaint came in to the new regional
director for 16 Central Florida counties, John Cooper.

"I had asked for an audit of all 'p cards' for the last 24 months and,
as a result of looking at 2,500 transactions, four appeared to be
personal purchases," Cooper explained.

The four personal purchases were made by four different DCF employees.
One of them, a Sumter County supervisor who earned more than $100,000 a
year, is being investigated for turning in a copy of a personal check,
but not the check itself, with his expense report, showing reimbursement
to the state for his personal purchases. That supervisor, Michael
Stringer, resigned three months ago when he found out about the
investigation and DCF says he could face criminal charges.

DCF's investigative report could be released any day now.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
