State admits bones found at Marianna center belong to teen
The Associated Press http://www.bradenton.com/331/story/76201.html MARIANNA, Fla. -- Bones found on the grounds of state-run institution for mentally disabled people belong to a teenager who disappeared more than four years ago, and officials plan to apologize to his parents for the uncertainty over his whereabouts. Franklin Weekley, a severely mentally disabled 18-year-old with a seizure disorder and a history of difficult behavior, vanished from Sunland Training Center in Marianna on Dec. 6, 2002 - the day after he suffered a cut to his ear while being physically restrained by workers. Nearly two years later, contractors found human remains in a basement in a building on Sunland property. Franklin's underwear was found near the bones, and a medical examiner concluded teeth found on the site matched the teen's dental records. Despite the evidence, state lawyers, faced with a possible lawsuit, refused to formally acknowledge the bones belonged to the teen. Meanwhile, his parents, also mentally disabled, held out hope that their son was alive. Now, state officials are admitting they know the bones' DNA pointed to Weekley. "I'm glad they found out it was definitely him," Eddie Weekley, Franklin's father, told The Miami Herald. "It made me feel better. But, there is still a bad hurt there, knowing we will never see my son again." Jane Johnson, head of the state Agency for Persons with Disabilities, and Bob Butterworth, secretary of the Department of Children & Families, will meet next week with Weekley and the teen's mother, Charlotte Williams, to apologize in person, spokeswoman Erin Geraghty said Saturday. The agency heads also offered to settle a 3-year-old lawsuit filed by Weekley and Williams, and mediation is set to begin next week. "The intention on the part of the two secretaries is to apologize to the Weekleys for their loss, and emphatically apologize for taking so long for the state to make not only an admission, but also to offer regrets for what happened," said George Sheldon, DCF's assistant secretary for operations. "They want to bring as much closure to the family as they possibly can." Artie Shimek, the parents' attorney, calls the meeting with the agency heads "a step in the right direction," but says the parents want to know what exactly happened to their son. Sheldon told the newspaper his agency heads will do everything possible to provide the family an accounting of Franklin's last days. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined.
