State’s child welfare system stops short of accreditation

We at Children’s Home Society of Washington are dismayed that the
Council on Accreditation and the Children’s Administration could not
agree on what’s best for children in the implementation of national
standards. This comes after seven years of effort by hard-working DSHS
staff at Department of Social and Health Services and more than $1
million in wise investment. These standards ensure the safety and health
of Washington’s most vulnerable children.

In 2001, Children’s Home Society — Washington’s largest and oldest
statewide nonprofit children’s organization — other providers, child
advocates, and policy makers, including state Rep. Ruth Kagi, joined
together to make children their highest priority. These groups
encouraged DSHS to actively seek accreditation.

Washington soon became the first state in the nation to voluntarily
place accreditation of public child-welfare services in statue. House
Bill 1249 instructed DSHS to undertake the process of accreditation to
prevent tragedies such as the death of toddler Zy-Nyia Nobles — the
3-year-old Tacoma girl who was brutally beaten to death in May 2000
after state social workers returned the child to her mother’s care.

Seven years later, we are deeply troubled that the state will not
continue to pursue national accreditation as promised to Washington
taxpayers.

Every day, thousands of our state’s most vulnerable youngsters and their
caregivers receive advice, therapeutic care or case management from the
Children’s Administration whose practices, values, clinical techniques
and professionalism have been stated but never proven.

Participation in accreditation is critical, but completion of the
accreditation process is of utmost importance, especially at a time when
our citizens are questioning the effectiveness of our state’s child
welfare system.


Would you feel comfortable sending your child to a physician who came 10
credits short of obtaining their medical degree or who chose not to be
certified by an appropriate licensing board? How would you send your
child into a classroom with a teacher who had failed to earn their
teaching certificate?


The Children’s Administration decides the fate of tens of thousands of
children and families each year and they have the opportunity to be the
leaders in a call for quality. But, if we as a state are not willing to
commit to best practice standards, how can we assure that children and
families receive the highest quality services possible?

Reports of child deaths and disgruntled foster, adoptive and birth
parents who feel abused by the system regularly grab headlines. This
only reinforces the widely held public view that the child-welfare
system is out of control,

policies and practices are inconsistent, and services are poorly run.
Accreditation is an extremely valuable tool that can be used to improve
the public child-welfare system and also highlight positive efforts made
by the Children’s Administration.

Accreditation also:

• Improves programs, services and operations by increasing credibility
and accountability, and by creating a more-responsive system for the
people being served.

• Requires that clients have a place at the table in terms of making
decisions that affect their lives, resulting in better outcomes for
children and families.

• Ensures that agencies have and use solid risk-management strategies,
including internal self-assessment and self-correcting procedures.

• And helps agencies to identify and reduce risks and prevent crisis.

The strongest case for accreditation comes not from what it requires of
agencies, but what it promises Washington’s children and their families.

We have learned at Children’s Home Society of Washington that
accreditation is more than a sticker in our window. We have experienced
the benefits of accreditation for more than 50 years. It’s a way of life
— the way we do business. It’s a process of excellence that is the
foundation of everything we do.


It is expert evaluation from our peers in the areas of child development
and family services. It is confirmation that our commitment to
excellence and the highest service standards is not lip service — it is
what we do. That is why it is not hard for us to imagine a Washington
where every child thrives and every child reaches his or her full potential.

DSHS has made significant gains towards meeting best practice standards
for children and families. After seven years, they are remarkably close
to national accreditation. We urge them to complete this important process.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

Currently Child Protective Services violates more constitutionally
guaranteed liberties & civil rights on a daily basis then all other
agencies combined, Including the National Security agency/Central
intelligence agency wiretaping programs…

A recent study has found that 12-18 months after leaving foster ca

30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance

2% receive a college degree

Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.

The highest ranking federal official in charge of foster care, Wade Horn
of the Department of Health and Human Services, is a former child
psychologist who says the foster care system is a giant mess and should
just be blown up.
