In East Providence, Rhode Island the school district policy expressly forbids teasing, emotional abuse and harmful
gossip.

My kids' school has a similar policy (called "Bully-Free Zone")--on paper. In reality, I haven't seen much
enforcement. My 11 year old got popped on the ear leaving bruise marks but the school simply told the
kid not to do it again and changed his seat. I prefer criminal charges when criminal law is broken and last I knew,
assault is a crime. For some reason, police prefer to let the school handle these things but
schools have little penalty power. That criminal acts are permitted on school property but nowhere else is
ludicrous. If my kids are assaulted again, I will insist on criminal charges.

Even when the police and/or DA get involved, the schools seem to take little action.

Somehow, inflicting a concussion and damage to permanent teeth, with a felony charge, wasn't considered an expellable
offense.

Go figure.
