The grandmother of six children who were abducted by their mother and
her husband blamed the tragic situation on the city's Administration for
Children's Services.

Marixa Ramos' pregnant daughter, Madeline Cotto, with the help of her
husband, Malik Martin, allegedly took Cotto's six children on July 24
from Ramos' Bronx apartment.

Ramos had been given custody of the children by ACS after they were
taken from Cotto about two months ago because of concerns over physical
abuse.

"The agencies never helped my daughter," said Ramos, 51, between sobs
yesterday. "They only cause trouble for her. That's why my daughter took
them. The kids weren't getting any help."

Ramos said after ACS took the children - ages 6 months, 2, 6, 9, 13 and
14 - from Cotto, they were placed in foster homes around the city.

She said the children - the three youngest in one home,the three oldest
in another - were placed in abusive foster homes, and Ramos said, "They
all lost weight, slept on kitchen floors and came back with rashes and
bruises."

After allegations of physical abuse, the children were reunited with Ramos.

"If you're gonna take kids away from their mother, you better be finding
a better and safer place for them," Ramos said.

Cotto, 28, and Martin, 24, took off with the children after getting into
an argument with Ramos about the children's care.

But police found them and the six children in Baltimore on Wednesday
afternoon, unharmed and safe.

Cotto's brother said he thinks she was egged on by her husband.

"She's one of those girls that when she falls in love, she does whatever
the man wants her to do. She loves those kids, and that's why she did
it. He probably put her up to it," said Carlos Cotto, 32, who was
visiting his mother at her Burke Ave. apartment.

The children are back in New York and in ACS care, according to ACS
officials.

Cotto and Martin are awaiting extradition back to New York, cops said.

"We worked very hard with the police to make sure the children were
found," said ACS spokeswoman Sharman Stein. "The plan now is to find
them safe and appropriate foster placements."

Ramos, who is living with brain cancer, was devastated to see her
daughter and son-in-law on "America's Most Wanted," where they appeared
last week because of the kidnappings.

Ramos was not notified by either ACS or police of the discovery of her
grandchildren.

"I feel very sad about the children," she said. "My daughter's mind is
not functioning good. She needs help. She's not on drugs. She's just
troubled."
