How many of them need it? If the rates are that high, it suggests that authorities are now diagnosing milder and milder cases who would previously have gone unrecognised. ABA is a useful form of treatment for some autistic children, but certainly not the one-size-fits-all treatment it's often made out to be. For many, and possibly most, of those children, it just isn't going to be a necessary/beneficial/appropriate treatment. (My son almost certainly has mild ASD, although we're still awaiting the formal diagnosis. I see no reason why he would benefit from ABA at this stage.)
