Police found boy undressed on road in cold

A Collinsville woman who works for an agency that counts abused children
among its clients is accused of leaving her 12-year-old son in his
underwear on a highway in freezing weather.

Lorae D. Fuller, 38, of the 1400 block of St. Clair Avenue in Collinsville,
was charged Dec. 17 in Madison County Circuit Court with two misdemeanor
crimes, endangering the life of a child and drunken driving.

Lt. Bob Dunn with the Illinois State Police said state troopers responded
to a report at 11:23 p.m. Dec. 16 that a boy clad only in underpants was
running alongside Old Collinsville Road just east of Interstate 255. The
area is about a half-mile west of Fairmount Park race track.

"He was crying and shivering," said Dunn. "He wasn't wearing a shirt and
didn't even have shoes on, just underpants."

The boy said he and his mother had quarreled at their home. He said he ran
from the house, his mother tracked him down and then kicked him out of the
car as punishment, police said.

Dunn said the temperature at the time was 28 degrees with a wind of 8 mph
out of the west.

Officers wrapped the boy in a blanket and placed him in a warm patrol car.
About five minutes later, Fuller arrived and identified herself as the
boy's mother.

Fuller failed a field sobriety test and later admitted she had been
drinking wine, police said.

Reached at her home on Wednesday, Fuller declined to comment.

Fuller was released from the Madison County Jail on $10,000 bond. She was
ordered to appear in court Jan. 22 on the charges.

The boy was placed in his father's custody, said Stephanee Smith, a
spokeswoman for the Madison County state's attorney's office.

Smith said the drunken driving charge was Fuller's second since 2000,
meaning that she is not eligible for court supervision and could face a
maximum penalty of 364 days in jail and a $2,500 fine.

Fuller works for Call For Help, a nonprofit agency with numerous branches
throughout the St. Louis area that provide a variety of social services,
including counseling and emergency shelter for abused children and women.

Johnnie Pendleton, executive director of Call For Help, declined to
describe Fuller's duties, other than to say that Fuller works in the
agency's Granite City office.

Dunn, with the state police, said of Fuller: "Her plan was probably to
teach him a lesson, but her parenting skills leave a lot to be desired."
