I know I wouldn't trust people that lie about it by making claims out
of context.

They did not fail in all areas audited, and in fact did not
completely, or even nearly completely, fail in those. At worst they
got what would be called a C minus to D plus in some.

Those are, last I checked, passing grades, except in the foolishness
this audit represented and is being further exposed. Anyone who
actually reads the reports from the evaluators, and the state's
responses and rebuttal begins to get it....that....the .....FIX WAS IN
from the beginning.

If meant that it's "worldwide," as you say, then the term "endemic" is
not only inaccurate, it is opposed to your meaning. "endemic" means
confined to a limited locale.

categories with a number of issues in each. Many were passed, most
were near misses.

That all failed SOME of the items does not equate with ALL STATE
FAILIING IN ALL CATEGORIES. You can't NOT lie, can you? And you have
since I first ran across you years ago.
