Officials who run the "Family to Family" program at Denver's Department
of Human Services must be pleased to see the results of research by MIT
economics professor Joseph Doyle. He concludes that children who are
investigated by child welfare agencies but remain in their homes have
better life outcomes, on average, than those who are placed in foster care.

Denver is using a model, developed by the Annie E. Casey Foundation,
that focuses on getting services to families before children's
circumstances are so dire that they may be removed from their homes. If
removal does become necessary, the city tries to keep a child with
relatives or at least in the same neighborhood.

Doyle drew on a large database on child and family programs in Illinois.
He divided investigators into two groups, which he called "tough" and
"lenient," according to whether they were more or less likely to
recommend removal in cases that were not clearcut.

"The results suggest that children assigned to investigators with higher
removal rates are more likely to be placed in foster care themselves,
and they have higher delinquency rates, teen birth rates, and lower
earnings," Doyle wrote.

It's long been known that children who have been in foster care are more
at risk than those who have not, but it hasn't been clear whether that
is because of something about the foster care experience in itself, or
whether it is primarily the result of whatever family problems caused
the child's removal. Doyle's research suggests both things play a role,
which is something worth knowing for investigators who have to make a
recommendation in cases that could reasonably go either way.

It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
