the immigration you are proposing will make the current situation in

side. The greying of Europe is obviously going to cause a real problem
when it comes to skilled labor etc. in the future. Certainly there will
be room for immigration to increase. But the whole of Africa (or what
ever percentage you propose for Europe)? That scenario is very
reminiscent of the epsilon's in brave new world. I know that is not

First of all, thank you for the honest reappraisal.

How would I stop the Africans from being turned into Huxley's epsilons? It's
a very good question, and the answer I have is that I dare say that for a
period of time they would find it harder, in the first generation, to get
exactly equal treatment. Certainly better to be a toilet cleaner in Milan
with a full stomach than a poet in Congo with an empty one. But their kids
would sit on the same school benches doing the same qualifications, so that
the next generation would be able to handle it.

I would also encourage inter-racial marriage, with additional tax breaks for
interracial marriage. The minimum wage even for unqualified labour would be
kept, but the Swedish voucher system for home help I would introduce. In
fact I'm a fan of the Swedish voucher system and we even introduced
something like that in the Company here. What we did was, we employed some
people who we knew were honest, and had good cleaning or repairwork or
childminding skills, but had had difficulty finding legal work. They could
work in the grey economy, but with no social insurance and no pensions
prospects. We employed them, and then gave vouchers to the staff so that the
excess of their services above what we needed in the company could be used
by staff in their homes, so that a person could have say 8 shirts ironed and
pay only 2 EUR, and the company would pay the other 3 EUR and the tax for
that person.

Once you get a situation where people understand that we are doing this for
the human race, to put all our problems right, then I believe they will
sacrifice sojme of their current comforts for it. The French may be the
biggest exception, as all they think about is themselves, but I would
embargo any nation that didn't pull its weight in solving the safrica
problem, and the French have still not solved all the Africa problems they
created. This debacle last year in the Ivory Coast with Frenchies waiting to
helicopter lifted from the rooves of posh hotels was a great illustration of
their anti-talent in handling African affairs.

We actually are going to end up with less African faces going for
full-contact in the 2000s than if we wait for another couple of hundred
years. Right now, the population of Africa is unusually low because of AIDs
and the recent wars and famines. If we put money into solving some of these
issues, but still have the problem of governance and the future isn't as
bright as we hope, then in every generation the continent will be sending us
their children, and those left behind will keep having large families, which
they are likely to stop doing once integrated into our cultures. Those
people have got to go somewhere, and by osmosis they will come to our
countries. Not accepting the Africans now will mean having many more to
embrace in the future, in smaller instalments, for ever and ever. With all
the human misery that will drive them out to our countries from their
countries each generation.
