County agency is told to spend U.S. incentive money or lose it By Carol Biliczky Beacon Journal staff writer Christmas will come early for 408 employees in the Summit County Department of Job and Family Services. They will receive bonuses of $830 each this week from federal incentive funds the department has been earning for the last decade. The news brought glee to about 25 workers who attended a Summit County Council meeting on Monday, some singing We're in the Money as the meeting ended. ``This incentive money is for exemplary work,'' Kathleen Storey-Wagner, a caseworker and president of Local 2696 of the American Federation of State, County and Municipal Employees, told the council. ``This has to be good motivation for those employees to keep up the hard work in the year to come.'' The department was notified by the state Department of Job and Family Services in May that it must spend about $3 million in federal incentive funds by June 30 or lose it. It has been building over the years as the department surpassed state and federal guidelines for getting clients to go to training, being accurate in cash payments and having low food stamp error rates. Steve Zimmerman, Job and Family Services' assistant director for finance and administration, said the directive to spend the money or lose it caught his office by surprise. ``We went oohhhhhhh,'' he said. ``We've been under the gun to spend the money.'' He said the department invested in a client computer tracking system, document-imaging equipment and case files, and decided to divvy up $346,940 among all employees, excluding the top five managers. In the past, the department would have spent other pools of money that it could not carry over from year to year before dipping into the incentive funds, Zimmerman said. Approval required The one-time bonuses had to be approved by County Council. They will receive bonuses of $830 each this week from federal incentive funds the department has been earning for the last decade. The news brought glee to about 25 workers who attended a Summit County Council meeting on Monday, some singing We're in the Money as the meeting ended. ``This incentive money is for exemplary work,'' Kathleen Storey-Wagner, a caseworker and president of Local 2696 of the American Federation of State, County and Municipal Employees, told the council. ``This has to be good motivation for those employees to keep up the hard work in the year to come.'' The department was notified by the state Department of Job and Family Services in May that it must spend about $3 million in federal incentive funds by June 30 or lose it. It has been building over the years as the department surpassed state and federal guidelines for getting clients to go to training, being accurate in cash payments and having low food stamp error rates. Steve Zimmerman, Job and Family Services' assistant director for finance and administration, said the directive to spend the money or lose it caught his office by surprise. ``We went oohhhhhhh,'' he said. ``We've been under the gun to spend the money.'' He said the department invested in a client computer tracking system, document-imaging equipment and case files, and decided to divvy up $346,940 among all employees, excluding the top five managers. In the past, the department would have spent other pools of money that it could not carry over from year to year before dipping into the incentive funds, Zimmerman said. Approval required The one-time bonuses had to be approved by County Council. Paula Prentice, D-Green, complained that the issue came to council at the 11th hour. ``That's management's fault,'' she said. She also said that giving the money to employees who hadn't been at the department very long was a concern. John Schmidt, D-Cuyahoga Falls, said that paying the bonus to Job and Family Service employees may be unfair to worthy employees in other departments. He said he decided to vote for the bonuses anyway because he'd rather see the money stay in Summit County than go back to the government. Pete Crossland, D-at large, was the only council member to vote against the bonus. Louise Heydorn, R-Silver Lake, was absent. When the bonuses are paid, the department will have only $9,991 of incentive money left. That is the amount it earned in the current fiscal year and is being allowed to carry over, Zimmerman said. As for employees, their paychecks will be fatter on Wednesday. " Sounds to me like this refers to the family support division of family services, and not the children's division that handles abuse, neglect, foster care, in home services, etc. Do you agree Greg? Hell, he doesn't actually know operational facts...like for instance, what a CRB actually does...so he gave testimony to a congressional hearing that was incorrect about his state's supposed failure to establish them in all the CPS districts in his state. Stupid or a liar? Who can say at this point. He will NOT admit error and attempt to correct it, so while he is stupid, it appears he's also determined to mislead people with FALSE testimony.
