Should the blame be placed on the DCSE workers that follow state and
federal "guidelines" or should it be placed on the state and federal
guidelines and what assemblies establish them?

Lawmakers first, absolutely. That does not absolve DCSE workers from
their responsibilities, however. Simply because something is a
"huideline" does not mean that it must be followed to the letter as if
it were a mandate. Real-life individual circumstances vary too much.
