how to file for child support

Why should he be held hostage for something that is rightfully his by law? BTW, I have a sister in law that left a marriage recently and now he is left supporting 4 kids. Nice thing is, he's been laid off and on welfare as he can't afford daycare for 4 kids, so the state will sue her ass! :-)
