Accused Child Molester Was A Foster Parent Licensed By The State of Idaho

Authorities call Daniel Joseph Bell a predator who targeted young boys.
But for three and a half years, the State of Idaho placed three kids in his
care as a licensed foster parent. Despite that, The Idaho Department of
Health and Welfare defends their system. "No system is perfect, I think we
use the best practices in our system for approving foster families," says
Spokesman Tom Shanahan. Health and Welfare conducts criminal background
checks on all perspective foster parents which includes fingerprinting.
They also do regular one on one interviews with foster children. Shanahan
says none of the children in Bells care raised any red flags. But last
January, Bell's license was revoked and the department won't say why.
"There was no criminal activity involved and it wasn't related to the
present situation," said Shanahan. But authorities say there were
allegations. "There were allegations of physical abuse and we do know that
he lost his license," said Ada County Undersheriff Gary Raney who says he
does not know if any of Bell's foster children are among his alleged
victims. Investigators claim to have found more than 40 pictures of young
boys in Bell's home - some in what they call sadistic positions. Besides
his stint as a foster parent, he also volunteered at a navy young group and
worked at a local boys home. "All of these things are coming together to
show what I think could be a pattern of trying to target young boys," Raney
said. When Bell's arrest was announced, authorities claimed Bell enticed
boys to go camping with him where he would molest them. Since the story
broke, Raney says they've gotten 13 new leads including one from a neighbor
who claims Bell used to stand by the back fence and stare into their
children's bedroom window. A Meridian-based social worker is critical of a
system that put troubled children in Bell's care. "The system doesn't work
very well at protecting these kids," says Brenda Harper, a licensed
clinical social worker who also says that when it comes to picking foster
parents, there's only so much the system can do. "They are overworked and
overburdened and someone comes along and says you know, I'll take care of
these kids and they don't have a past history - beggars can't be choosers.
We don't have that many people," Harper said.

It is impossible to catch child molesters and abuses or otherwise
naughty folks if they have no record of having done it before.

And most especially when the children in this story gave no indication

In other words, workers were checking up on kids. In other words
someone DID finally catch on, and who knows, it might have been those
very workers that got it and siced the cops on him.

And finally, funding and the lack of personnel is the real problem.
They need money for training. They need more workers to diminish th
workload so workers have time to train. They need money for services
so children can be seen in settings other than the foster home, or
their own natural parents homes, so the truth can come out. I love how
you have turned it around.

Maybe you will actually one day earn the right to be the director of
ILL-NOISE CPSWATCH..

Careful.
CPS Might say posting your childs name on a newsgroup is
child endangerment and remove her.
Better kiss CPS rear a lot!

A TV on air personality admitted that she had pushed the
pro-CPS propaganda for years in her job on air.

Then her child was removed because CPS didn't like that
she was a career woman.

Suddenly she had a revelation about CPS ""good intentions"".

By the way, your hunch is wrong about blood parents being
the child abusers statistically. So much so that CPS here
tried to make removal automatic if Single mom's had a man
move in. Based on the STATS about non-relatives perpetrating.
The STATS say the opposite of what your hunch.

But the move here FAILED when it was pointed out the
implications of that SAME THEORY for Foster Care
where NEITHER caregiver is a blood relative.
CPS ALMOST shot themselves in the foot with that one.

Besides, it's like a grocery store saying that it
has only been robbed by black people so they
are all guilty. Misuse of statistics.

In fact, CPS has a long tradition of covering up abuse
in Foster Care (they're ALLIES!). One state even had
a hidden room full of UNINVESTIGATED abuse complaints
on foster care providers, their good buddies.

You never mentioned the fact that a lot of the kids
who DIE or are injured or abused in Foster Care were
removed because of a ""messy house"" or other such trivia.

They'll use the "white glove test" on parents but
their track record proves they are just the opposite
of experts at child care. Time and time again they
have been caught THEMSELVES guilty of Child NEGLECT,
FAILURE TO PROTECT, and CHILD ENDANGERMENT.

But CPS and caseworkers are for the most part immune
from prosecution for this.

Take away their government IMMUNITIES and you'd see
who the REAL child abusers are!

They are the models of government ineptitude.

Really abused kids go unprotected and die while
THOUSANDS of kids are damaged by needless removals
because the agency funding is based on body counts.
Gelles who wrote the ASFA law is grumpy about this.
He's "one of their own"!

SAN FRANCISCO. A child's chances of dying from abuse or neglect are eight
times higher when a biologically unrelated adult, usually a boyfriend, lives
in the home, and six times greater with a stepfather present, suggests a
study out Monday.

The three-year report is among the first to compare the home lives of children
killed by maltreatment with those of a control group (youngsters who died of
natural causes).

The study involved 175 Missouri kids, every state resident under 5 who died of
maltreatment over three years, and 296 randomly selected youngsters who died
from natural causes.

Despite the higher risk for kids living with unrelated adults, baby sitters
weren't the problem. "There was only one confirmed case of a baby sitter
involved," says St. Paul, Minn., family physician Michael Stiffman, the study
director. He reported at the American Academy of Pediatrics meeting here.

The national figures on child maltreatment deaths are comparatively small: Of
19.3 million kids under 5 in 1996, an estimated 924 died from abuse or
neglect. And in the new study, two-thirds of fatal maltreatment happened in
homes with only biological parents.

The findings confirm smaller, uncontrolled studies, says David Finkelhor of
the Crimes Against Children Research Center at University of New Hampshire in
Durham.

Live-in male companions could see a woman's kids as rivals, he says. "Why
haven't the women married these guys? It could be a sign of an unstable
relationship with more stress."

Some experts think biologically rooted impulses help account for abuse by
unrelated men. In some primate tribes, "one of the first things a newly
dominant male does is kill the offspring of the female he's going to mate
with," says Richard Gelles, a family violence specialist at the University of
Pennsylvania in Philadelphia.

Substance abuse, violent men and young mothers are common features of homes
with severe child abuse, says Deborah Daro of the National Committee to
Prevent Child Abuse. "Boyfriends may be a proxy for lots of other factors.
There's nothing wrong with a boyfriend or stepfather in the home. It's what
kind of person he is that counts."

Doan gave you a USA Today article, and there's other objective evidence
as well. But it's strange that a new mother should be demanding proof of
what should be intimately obvious to her. Do you think anybody else
could love your baby as much as you do? Do you believe anybody else
would be as concerned for your baby's safety as you are?
Probably not. It's not that you're such a wonderful person; it's
instinct. And that's the instinct that keeps the human race alive.
