Baby's death in foster care likely 'tragic accident'
http://www.ktvz.com/Global/story.asp?S=7488800 Autopsy doesn't confirm cause of Madras-area baby's death By Barney Lerten, KTVZ.COM Authorities have not yet determined what caused the death of a 1-month-old infant who died while in foster care, but there were no signs of foul play, only a "tragic accident," Jefferson County authorities said Wednesday. Sheriff's deputies were called to a home around 4 a.m. Wednesday regarding Taya Pishion, who was unconscious and not breathing, Sgt. Bryan Skidgel said. The baby girl was taken by ambulance to Mountain View Hospital in Madras and later pronounced dead, Skidgel said. An autopsy conducted Tuesday at the State Medical Examiner's Office in Portland offered "no immediate findings of any cause of death," the sergeant told KTVZ.COM, adding that further tests are planned. "There's nothing that's indicating foul play," Skidgel added. The infant was in foster care through the state Department of Human Services, which is determining whether the circumstances trigger what's called a Critical Incident Review Team, or CIRT report and investigation, said DHS spokesman Greg Parker. "It's something we began a few years ago, when there are fatalities, and they are to make sure the policies and procedures were done appropriately," Parker said. The 2007 Legislature passed some revisions to the state law dealing with such situations, Parker said, "so part of what we're doing right now is taking a look at whether we automatically need to do this (investigation) or whether that's still discretionary." "The preliminary information we have is that it does not indicate abuse or intent," he said. "When it is, that does trigger that higher level of review," known as "30-day and 60-day reports." Parker could not reveal publicly more specifics about the incident, but did say the foster father is "a trained nurse and tried to resuscitate (the baby) on his own." "Everything seems to indicate that this was a tragic accident," Parker said. The child's natural parents, Sabrina and Jeff Pishion, were notified of the baby's death early Tuesday. The state agency has not identified the foster parents publicly.
