Woman tells judge she 'crossed boundaries'

Elizabeth Church was sentenced Wednesday to 30 days in jail, $1,000 in
fines and three years of community control for attempted patient abuse.
When Geauga County Common Pleas Judge Forrest Burt gave the 29-year-old
former counselor at Bellefaire Jewish Children's Home a chance to speak
in her defense, she apologized without delving into the specifics of her
actions.
"I'm sorry for what I've done. I know what I did is wrong ... I accept
my responsibility," she said, and apologized once more.
"Those are nice general statements," Burt replied from the bench. "What
did you do that was wrong?"
"I had a relationship with a patient," she said. "I crossed boundaries."
Church added that her conduct was an abuse of power and "careless."
"Careless is a 'whoops, I dropped my pen.' Careless is 'I misplaced my
cell phone.' What I'm being told is you
took these two young men out of the county and had sexual contact with them.
Is that a fair statement?" the judge asked.
Church nodded. "It's a fair statement."
Church was initially charged with two counts of sexual battery.
She was accused of taking two teenagers from Bellefaire in Cleveland at
separate times, bringing them to Chagrin Falls and having sexual contact
with them in fall 2006, authorities said.
Church, a former Chagrin Falls resident who now lives in Cleveland
Heights, pleaded guilty to one count of attempted patient abuse in January.
Assistant Geauga County Prosecutor Jan Bell said they accepted a plea to
avoid a trial that might have been difficult for the males who were
involved.
"It wasn't in their best interest to have a trial," Bell said.
Bell also said Church had not admitted to having sexual contact with the
victims before Wednesday.
Church's attorney, Paul Daiker, asked Burt to sentence Church to
community control.
He noted she had no previous felony convictions and sought counseling,
including help from the co-director
of the Center for Marital and Sexual Health.
"I think part of what occurred here is she has suffered from a kind of
inferiority and immaturity, and this may have led her to seeking
affection in the wrong place," Daiker said.
The maximum possible sentence was one year in prison, but Burt opted for
a shorter jail term. Church also was permitted to have work release.
"You violate (community control), you go to prison, and prison would be
for 12 months," Burt warned.
As part of the plea bargain, Church had to forfeit her certification to
the Counselor, Social Workers, Marriage and Family Therapist Board and
not seek to have it reinstated.
"Our concern was she should not be able to have that kind of access to
vulnerable kids again," Bell said. "Obviously she has boundary issues
and other issues that would make this kind of situation a possibility to
reoccur."
Bellefaire is an organization that provides emotional and physical care
for families.
It has programs for foster children, adopted and autistic children. It
is headquartered in Shaker Heights.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
