Fox opposes more secrecy in foster care
Others support bill to close info on foster parents

HAMILTON — State and local officials disagree on what lessons should be
learned in the wake of 3-year-old Marcus Fiesel's death last year while
in foster care.

Butler County Children Services Director Michael Fox said a proposed
amendment to a child welfare bill before state lawmakers today is a step
in the wrong direction.

The amendment, sponsored by, Rep. Jeff Wagner, R-Sycamore, would exempt
personal information about foster parents from Ohio's public records law.

"If there's one thing we learned from the Marcus Fiesel experience, that
is you don't get in trouble for having too much information, you get in
trouble for having too little," Fox said.

Wagner worries that releasing foster parents' names and backgrounds
would scare away potential foster parents and invite biological parents
to seek out their estranged children.

"If all the information about all foster parents was public information
two years ago, would that have made a difference in the Marcus Fiesel
case? I don't think so," Wagner said. "You're not going to stop people
who are bent on breaking the law."

Rep. Courtney Combs, R-Hamilton, agreed.

"It's tough to get foster parents as it is, and if you subject them to
public scrutiny ... it would deter good people from becoming foster
parents," he said.

Sue Gregory, who has cared for more than 50 children in her Fairfield
home over 17 years as a foster mom, said foster parents should have the
same confidentiality as birth parents, and only come under the public's
microscope if charged with a crime.

The proposed amendment would make information public on foster parents
who have their license revoked or are charged with a disqualifying
offense — but that's all.

"The last thing on their list of things to improve the system should be
to make it more secret," Fox said.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
