I laugh. Pull ups are definitely not a potty training tool IMO. I bought

we treated them exactly like diapers.

We use them during the day because A can pull them down to use her
potty chair and pull them back up when she's done. But if she goes in
them it's no big deal. They fit her better than diapers do. I tried
regular panties and she just wasn't ready yet.

When mine were little I got some cloth pullups: they had an absorbant
cloth inner lining, a plastic middle layer, and a cloth outer layer.
The plastic inner layer stopped most leaks, but becasue the inner layer
was cloth, they still knew when they had been. They were a good
half-way house between nappies and proper underwear.

Have you tried a portable potty? I have one that fits in a diaper bag and
used it quite a bit when DS was potty training, especially since I didn't
want him hanging onto one of those gross public toilets you find at rest
areas.

I haven't found one anywhere close to small enough to be easily carried
around. Even the topper takes up a big chunk of space.

I just took one of those basic potties round with me with #1. Yes it wasn't
the smallest, but I kept it in a plastic bag and it really was less hassle
than dealing with toilets when she was that little and scared she'd fall in.
I use the bus so I try to keep to a minimum of what I carry round, but that
came in as essential.

There are some that fold up, e.g.:

Could you not hold her up under the arms while she is on the toilet? That's
what I did. I didn't dream of carrying around a potty with me.

Would that I had a child that would go while simply being held on the
big potty! Even with a potty ring, being held, and as much gentle
reassurance as I could possibly provide the Bug has twice gone 12
hours without peeing on a cross country plane trip rather than use a
public toilet. When we got to her Nana's house she initially said
she'd hold it for the next few days until we got back home! (That
lasted about 1 minute.) She's got the bladder to do it but I can see
for a kid who didn't that the portable potty might be worth it.

She knows when she needs to pee for the most part. It's the BMs she
needs to work on.

Ugh.. I wish I could give advice but Xavier just got over that all on his
own.

I think it's something she'll have to manage herself, as well.
