Default I want to pay the by guidlines but only a court can allow that

the department of child support worked with me to get me the proper
guidlines on a default order. But the most important part of the
guidline in california was not in their power to apply. That is the
"low income" guidline. Its important because its the difference of a
infinite payment or something I can get a handle on. This is a closed
case oand its arrears. I have yet to see a judge, and thats what i
need to do. I don,t know how , no one wants the case (low income)
although I offered money upfront. I guess the expression of getting
your day in court is not true in civil matters. I am forty two and I
would go postal before fading in the streets. Its would be the best
interest of the state to apply its guidlines in accordance to their
law in my case. I have yet to hear from someone with authority.
