http://www.yakima-herald.com/page/dis/289524389200992 While any thinking person wants to do all that is possible to protect innocent children from abusers, the fact remains that the best system in the world cannot totally eliminate such abuse. Gov. Chris Gregoire, responding to the outcry over the handling of a recent abuse case by Child Protective Services, pointed to this sad reality: "There are terrible people out there who are doing terrible things to their children. Sometimes we know about it and get there in time to save lives, and a lot of lives have been saved. Sometimes we don't know or we get there too late." Does that mean the state should relax its vigilance in helping those who can't help themselves? Of course not. Any instance of known child abuse must prompt a new awareness and thorough review of any and all procedures that might have contributed to failing the innocents. Such failure is totally unacceptable, under any circumstances, for any reason. The law and justice system only deals with abuse and appropriate punishment after the fact. It's clearly preferable to do everything possible to take a child out of a potentially abusive situation. The governor is reacting to a recent case involving the alleged abuse of a 12-year-old Puyallup boy. Pierce County sheriff's officers criticized the state's handling of that case, including the agency's decision to return the boy to live in an outdoor travel trailer at the home of his grandfather and his grandfather's wife, who have been charged with child assault. They have pleaded not guilty. It's not the first time CPS has been criticized for its handling of cases, and that alone should prompt an order from the governor's office for a complete review of procedures. Specifically, she has directed the agency to devise a plan for working with law enforcement when caseworkers want to place a child back in the home, rather than making that decision unilaterally, if the police were part of the original decision to remove the child. She also directed the agency to work with law enforcement on broader sharing of information on pending cases. If there is anything to criticize in that regard, it is that it's not already being done on a routine basis. The governor must demand more than just cosmetic changes in a system that continues to have serious flaws -- realizing that we're dealing with lives, not just case numbers. Gregoire has given the agency 30 days to review its procedures and report back to her with ways to improve them. As a side issue, the criticism of CPS is once again prompting a call to separate it from the massive state Department of Social and Health Services. While we've long felt that DSHS is too big to be managed properly, any look at separation must be all-inclusive. CPS should not just become a new state bureaucracy. Such separation should only be done if it increases visibility -- and, more importantly, accountability.
