The reason I ask is that in perusing the Yellow Pages for an
optometrist...long story...I came across an ad for one practice
stating that in addition to contact lenses and glaucoma screening,
they also performed comprehensive learning disability testing. A
quick "google" led to thousands of links to optometrists doing the
same thing.

The long story: a local optometrist has been sentenced to 10 years in
prison for bilking Medicare out of thousands by performing unnecessary
glaucoma tests of patients who had no symptoms of glaucoma...and for
billing for tests that she had never even performed. Yea, regulation
and prosecution of criminals!
