FOSTER CHILDREN AT RISK FROM
PSYCHIATRIC DRUGS FACT SHEET http://www.cchr.org/files/15466/Fost...20Services.pdf •• Officials involved in the child welfare system are continually looking for ways to ensure the safety of foster children under their care. Several states have conducted investigations into foster care in an effort to find solutions. •• The most disturbing result of these investigations has been the skyrocketing numbers of children in foster care being administered psychiatric drugs—an alarming fact given that the FDA has issued more than 20 warnings in the past two years that these drugs can cause suicide, mania, homicidal ideation, psychosis, strokes, heart attacks and sudden death. •• Once in foster care, most children are diagnosed with a mental disorder without any objective physical or medical test, when many might simply be manifesting the effects of long-term abuse or the upset of being removed from their families. Labeled with a mental disorder, the child is invariably prescribed a psychotropic drug such as antidepressants, stimulants or antipsychotics. •• For example, a report from Washington State, Provision of Psychotropic Medications to Children in Foster Care, documented a 2000 study by the Division of Program and Policy Children’s Administration, Department of Social and Health Services, that determined that 36% of the foster children on psychotropic drugs were receiving them for “Disruptive Disorder” and 35% for an “unidentified” diagnosis. There is no scientific or medical evidence to substantiate such a disorder. •• Indeed, in Florida alone, between 2000 and 2005, there was a 528% increase in the number of Medicaid children prescribed “behavioral” drugs. Over 7,400 children administered these drugs were 5 years of age or younger, with nearly 2,000 aged 3 or under. •• The Miami Herald said that in Child Protective Services files, there were signed, blank documents that provided consent for children to receive both medical treatments and psychotropic drugs—doctors were allowed to prescribe drugs with no informed consent or approval. Under state law, only a parent, guardian or judge is allowed to provide such consent. The files also showed that CPS caseworkers routinely were allowed to provide consent for treatment and psychotropic drug use for children in their care—also a violation of state law. Mental illness diagnoses are not based on science. In May 2006, a study published in the journal, Psychotherapy and Psychosomatics, exposed how pharmaceutical companies who manufacture drugs for mental disorders funded more than half of the psychiatrists who defined such disorders for inclusion in the Diagnostic and Statistical Manual for Mental Disorders (DSM). •• In June 2006, the Alaska Supreme Court recognized the potential dangers of psychiatric drugs, stating: “Psychotropic drugs ‘affect the mind, behavior, intellectual functions, perception, moods, and emotion’ and are known to cause a number of potentially devastating side effects….” Further, “Given the nature and potentially devastating impact of psychotropic medications…we now similarly hold that the right to refuse to take psychotropic drugs is fundamental.” •• Under mental health “expert” guidance, a state can bill up to 40 different government agencies and programs for foster care. For example, Massachusetts raised its percentage of children’s eligible cases for federal reimbursement from 23% of all children receiving services in 1993 to nearly 65% in 1996. It received $58 million more in federal funds for the first year, then $64 million, and expected revenues for the third year to reach between $88 million and $90 million. •• Yet after all this, the Child Welfare League of America, reports that scandalously approx. 60% of foster care children end up in jail or mental health institutions. Government, criminal, educational, judicial, family courts, child protective and other social agencies should not rely on any psychiatry’s Diagnostic and Statistical Manual for Mental Disorders, an unscientific document that has led to more than 8 million children in America being prescribed psychotropic drugs. To subject children to these drugs is child abuse.
