We�re talking counseling and other programs that will help them keep their children, as opposed to the state terminating their legal rights permanently. But finding out just how many parents get that assistance from DSHS and its vendors is going to be a tough one, Cynthia Forland explained to members of the Joint Legislative Audit and Review Committee Tuesday. �This is a case where we know that there is very little data available.� So JLARC will start building its own database, she said. This is apparently an oft-heard refrain in the committee because a few lawmakers pounced on it. �Maybe the first question we should ask is why doesn�t the department have this information, and what does it take to get it,� Rep. Gary Alexander, R-Thurston County. The problem is partly the aging computer systems used by the department, Forland said -- an explanation also often heard. While a new system under design will likely track more information, she added that JLARC wants to know more than whether the state referred some one to a counselor. �It�s a matter of finding out a little bit more about what services there are, are there waiting lists, are they offered in a language other than English,� she said. Still, the grumbling in the committee continued a bit. The members were equally stymied by a lack of data on small business incubators, and a Alexander wondered whether this kind of data tracking shouldn�t be consided basic to each agnency�s mission.
