parents for many Black and Hispanic children. There is a long story
about this in the New York Times.

I wonder how much of this is, in part, due to a traditional reluctance to
place Black children, especially, in white families? I know in this area,
there are adoption agencies which will NOT place a black or biracial child
with White parents period, and even the state agencies are reluctant to
place newborn or young Black or Biracial children in White families for
adoption. I know several families who were more than willing to take a Black
or Biracial child-in most cases, these are teachers who have spent their
careers working with Black children, yet were turned down again and again.
One eventually was able to adopt a special needs baby (white) domestically,
and two others ended up going internationally, one of the families to the
Dominican Republic, another to Korea. Invariably, while there were Black
and Biracial babies, toddlers, and preschoolers in foster care and eligible
for adoption, the only option these families were given was to wait for a
white Baby or possibly take a much older child or sibling group of a
different race-and in many cases, these older children were so openly
hostile to being adopted into a white family that this was a barrier in and
of itself.
